Census 2011 states that there are 40 million  beggars in India . Such a large number shows that India has been unsuccessful in fulfilling its role as welfare states . Central government had announced to make 10 public and 10 private institution of global standards in 2016 budget . Only 6 universities have been chosen  as 'Institute of Eminence'(IEO) in two years . It seems that IOE is needed to see different perspectives . After the prime-ministerial announcement , 114 institutions had applied under the said policy . Since select committee has not made the selection criteria public . On this basis , it can be said that the selection process has been done in biased and one-sided manner .
